Sealed bids for the Selma Highway Sidewalk Improvements Bid No.026-008 will be received by the City Clerk of the City of Prattville in the Council Chambers at City Hall, 101 West Main Street, Prattville, AL 36067, until 2:00 PM CST on Monday, August 24, 2026, and at that time publicly opened and read aloud at said location.

The project is estimated between $500,000.00 and $700,000.00. The amount shown is only to provide general financial information to contractors and bonding companies concerning the project’s complexity and size. This amount should not be used in preparing a bid, nor will it have any bearing on the decision to award the contract.

The principal items of work are approximate as follows:

The entire project shall be completed within seventy-five (75) working days from the Notice to Proceed issuance date.

To be eligible for consideration, bids must be submitted on complete original proposals. Drawings, Plans, Specifications, Addenda, and other associated documents are available at the office of Krebs Engineering, Montgomery Office, located at 312 Catoma Street, Suite 100, Montgomery, AL 36104, Prattville Engineering Department, or online through www.questcdn.com, keyword 10285370.

No bid documents will be distributed later than 24 hours prior to the scheduled opening of bids.

A certified check (drawn on an Alabama Bank) or Bid Bond payable to the City of Prattville, Alabama in an amount not less than five percent (5%) of the amount of the bid, but in no event more than $10,000.00, must accompany each of the bidder’s separate sealed proposal. Check or bid bond shall be provided as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fourteen (14) days after notice of award of Contract to them. The successful bidder will be required to submit 100% performance bond and a 50% payment bond. Performance and Payment Bonds shall be from an approved surety company holding a permit from the State of Alabama to act as surety. Contractors are required to apply for all permits (City of Prattville local permit fees will be waived). The contractor will be required to perform work amounting to at least thirty percent (30%) of the total contract costs with his own organization.

Each bidder must be licensed as a Contractor in the State of Alabama in accordance with provisions of Chapter 8 of Title 34 of the Code of Alabama, 1975, as amended, and must submit with this bid satisfactory evidence of such license. Contractor prequalification is not required to bid on the project; however, the award of the contract will not be made to any bidder who, at the time of the award, is considered by the Alabama Department of Transportation (ALDOT) to be disqualified from bidding, nor to any bidder who is an affiliate of or has a corporate officer, director or principal owner who is a cooperate officer director, or owner of, another person who is presently disqualified by ALDOT. Further details and definitions regarding this provision are included in the project specifications.

In order to comply with the requirements of the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, Act No. 2011-535, and Act 2012-491, bidders must comply with Section 31-13-9, Code of Alabama, 1975, as amended.

This is a federally funded project. The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act and other Acts amendatory, supplementary, or relative thereto. This project is subject to the contract work hours and Safety Standards Act and its implementing regulations.

The right to reject any or all proposals or bids and to disregard any minor irregularities is reserved. No Bidder may withdraw their bid within forty-five days from the date set for receiving the bids.

All bids and proposals SHALL be submitted in a sealed envelope bearing on the outside the name of the Bidder, Bidder’s license number, license expiration date, category, address, and name of the project. Envelopes containing bids and proposals must be addressed as follows, and delivered to:
