Hayneville, Sewer Lagoon & Lift Station Improvements

Sealed proposals will be received by The Town of Hayneville, Alabama, until 10:00 a.m. local time on Thursday, March 27, 2025, at Hayneville Town Hall, 241 W. Tuskeena Street, Hayneville, Alabama, for the construction of:

Sewer Lagoon and Lift Station Improvements

 (DRA Project No.  AL 54962)

at which time and place they will be publicly opened and read.

A cashier’s check or bid bond payable to the Town of Hayneville, Alabama, in an amount not less than five (5) percent of the bid amount, but in no event more than $10,000, must accompany the bidder’s proposal.  Performance and Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the Contract.

The work to be performed will generally consist of a base bid for sanitary lagoon treatment system improvements, including the replacement of eight floating aerators and power supply cables, replacement of some mooring anchors, and minor lagoon dam repairs; installation of lagoon influent meter in a new manhole and SCADA improvements at Lift Station 5; holding pond effluent system improvements, including replacement of valve actuators with manual wheel operated valve control, replacement of the pond effluent aerator, discharge  meter vault improvements and meter SCADA improvements, disinfection system replacement; minor electrical improvements to the chemical building; and sewer lift station improvements at Lift Stations 5, 7 & 8, including emergency piping connections.  Alternate work items include access road improvements work, a trailer mounted emergency pump, and Lift Station 5 drainage improvements.

A Non-Mandatory Pre-Bid Meeting will be held on Thursday, March 20, 2025, at 10:00 a.m. at Hayneville Town Hall, 241 W. Tuskeena Street, Hayneville, Alabama. 

Bidders are advised that the contract time of this project is 150 consecutive calendar days in time and is being administered through the South Central Alabama Development Commission located at 5900 Carmichael Place, Montgomery, AL 36117, 334-244-6903 by Jacob Poole with funding through the Alabama Department of Economic and Community Affairs.  All bidders are required to be registered in the System for Award Management (SAM.gov).  Attendance at the Pre-Construction conference is a mandatory requirement for this project.

Bids must be submitted on proposal forms furnished by the Engineer or copies thereof.  All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered.  The contractor shall possess the specialty licenses MU.  The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner’s judgment, the best interest of the Owner will thereby be promoted.
