Franklin Water System Improvements

Bid Date: December 7, 2023

Sealed proposals will be received by the Town of Franklin, Alabama until 10:00 a.m. local time on Thursday, December 7, 2023, at 1660 Alabama Hwy 49, Tuskegee, Alabama 36083, for the construction of Franklin Water System Improvements, at which time and place they will be publicly opened and read.

A summary of the work items include: Installation of approximately 12,800 LF of new 6”-10” PVC C900 Water Main along AL Hwy 49 from County Rd. 36 to Sandy Ridge Rd. Also included are connections to an existing 20’ UBT water main to existing service lines at County Rd. 17 and Sandy Ridge Road, a stub out at County Road 48, and stub outs at Sandy Ridge Road for future extensions.

A Non-Mandatory Pre-Bid Conference will be held on November 30, 2023, at 10:00 a.m. at the Town’s office. If a virtual attendance option is offered, the information will be sent out via addendum.

The work of constructing the project will be let under one Contract if an award should be made; and the Owner reserves the right to select the Bid considered by the Owner to be in the best interest of the Owner.

A cashier’s check or bid bond payable to the Town of Franklin in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder’s proposal.  Performance and Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the Contract.

Drawings and specifications may be examined at the office of the Engineer.

Bid Documents may be obtained from the Engineer for a NON-REFUNDABLE COST OF $50.00 PER SET to general contractors, subcontractors, dealers, etc. The cost of bid documents covers the cost of printing, reproduction, and handling.  Electronic copies of the Bid Documents may be obtained at no charge to contractors, subcontractors and dealers.

Bids must be submitted on proposal forms furnished by the Engineer. All bidders bidding in amounts exceeding that established by the state licensing board for general contractors must be licensed under the appropriate/applicable provisions of state law, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered.  The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner’s judgment, the best interest of the Owner will thereby be promoted.
